Pt. 1: The dwarfs are smaller than the rest of us, so they take up less space in the room.

Pt. 2: This ladder cannot afford to lose any players, or to turn away potential players. Many come here for the social aspect, and not allowing teammates to appear at tables to cheer on their kinfolk will only serve to hasten the demise of the ladder. Players will exit for other pursuits (myself included).

Pt. 3: This isn't golf or tennis; let the gallery make some noise. If you absolutely cannot bear it, you may simply put the other players on ignore for the duration of the game. Simple solution to a simple problem.

Everyone has some complaint about what's appropriate and what isn't. The problem is that the complaint is different for each player. The more you legislate against certain things, the more you while turn away players. For instance, I would rather not have to play anyone that uses the alien as an avatar. The alien frightens me and haunts me in my dreams. But instead of petitioning to have a rule put in place banning the alien, I simply light candles and make a small sacrifice to ward off the wrath of the alien.

Others would make it compulsory to say "gg, gh, gk, greetings comrade....", you get the picture. The fact is, people are different. Some people like to talk, some don't. Some people speck, others don't. Leave people be, let them do what they want and stop worrying so much about it. This is supposed to be fun. We don't need to draft a constitution.

Freedom people. Do what you want, and leave others alone. Stop taking this "game" so damn seriously. That's the solution.
