I'm not sure how the internet play system of clue works, but at games.com if someone gets disconnected from a game they are given 7 minutes to return by the system. If they dont return in that time, they forfeit...if they forfeit i think its fair that they report as long as the game was actually started (one turn has been taken).

There is the problem of the server going down for maintainence tho, so if BOTH players cant get back into the game then no report should be made unless there was a clear winner, but if just 1 player cant get in because the page wont load up, they should report after the 7 minutes.
